Speech by YAB Chow Kon Yeow, Chief Minister of Penang cum Chairman of Penang Green Council during the 2nd Press Conference of Penang International Green Conference and Exhibition 2024 on 15th October at KOMTAR:

It is a great pleasure to welcome all of you to the second press conference for the Penang International Green Conference and Exhibition (PGIGCE) 2024. Thank you for joining us today as we continue our journey to promote and advance sustainability through this groundbreaking event.

After months of dedicated preparation, PGIGCE 2024 is finally happening in a month time. Therefore, we are here to officially invite visitors, participants, to join us in what promises to be an extraordinary green event. This year’s theme, “Sustainability Meets Opportunity,” perfectly captures the spirit of the times—where environmental responsibility merges with innovation, economic growth, and new business opportunities.

Penang has long been at the forefront of sustainable development, and PGIGCE 2024 is a proud testament to our unyielding commitment to environmental progress. This year, the event will centre around four pivotal areas: Green Technology, Green Finance, Capacity Building, and Net Zero initiatives. These pillars represent more than just concepts – they are the foundations of future-proof industries and resilient communities. For those seeking insights, solutions, or networking opportunities in the green space, PGIGCE 2024 is where you need to be.

In line with Malaysia’s sustainability goals, Penang remains dedicated to ensuring that local businesses, especially SMEs, are equipped with the knowledge and tools they need to transition to more sustainable practices. I am proud to highlight Penang’s proactive stance in this transformation, with the State Government working diligently to foster an ecosystem where Environmental, Social, and Governance (ESG) principles are seamlessly integrated across all sectors.

While some of our SMEs are still at the early stages of ESG adoption, we are already witnessing remarkable progress. A standout initiative has been the ESG Lab Focus Group Discussion, conducted in collaboration with Invest Penang. This initiative aids SMEs in navigating the complexities of ESG reporting, while also aligning with international standards.

It is important to note that green finance and ESG practices are no longer optional; they are essential for the long-term success of any business. For business owners and entrepreneurs, PGIGCE 2024 offers an unparalleled platform to engage with global experts, government leaders, and innovative companies to learn how sustainability can be embedded into business models.

With degrees from the University of Liverpool and the University of London, Salmah has significantly shaped regulatory frameworks and public sector transformation. She serves on the boards of the Audit Oversight Board, Finance Accreditation Agency, Malaysian Venture Capital and Private Equity Development Council and Penjana Kapital, and collaborates with key institutions like Attorney-General’s Chambers and the Malaysian Anti-Corruption Commission to uphold the integrity of Malaysia's financial sector.

Dato' Ar. Lawrence Lim Hua Kwang, a graduate of Curtin University with over 30 years of experience, is an accomplished architect and community leader. He has held key roles within the Malaysian Institute of Architects (PAM), including Chairman of the Northern Chapter. A champion of sustainable development, he previously led the Malaysian Green Building Council’s Northern Chapter. Beyond architecture, he is a trustee of Penang’s Hokkien Kongsi and Hock Teik Cheng Sin Temple, and Vice President of several Lim clan associations. He also serves as a Director of Penang Green Council, advocating for sustainability and community welfare.

The Right Honourable Mr. Chow Kon Yeow

The Right Honourable Mr. Chow Kon Yeow is the fifth Chief Minister of Penang, first taking office in May 2018 after Pakatan Harapan's victory in the 14th General Election and re-elected in the 15th State Election in August 2023. He also won the Batu Kawan parliamentary seat in November 2022. With a Bachelor's degree in Social Sciences from Universiti Sains Malaysia, Mr. Chow has a background as a journalist and served as Political Secretary to DAP leader YB Tan Sri Lim Kit Siang. Dr David Lacey

Dr. Lacey holds a DPhil in Chemistry/Materials Science from the University of Sussex and has over 30 years of experience in semiconductor and display technology development across Europe, the USA, and Asia. Based in Malaysia since 2001, he is currently the Chairman of FREPENCA and President-elect of the Semiconductor Fabrication Association of Malaysia. Dr. Lacey played a key role in the conceptualisation of CREST since 2012. Born on April 27, 1966 in Parit Buntar, Perak, Dato Haji Baderul Amin graduated in Bachelor of Engineering in 1986 from University of Western Australia. In the same year, he obtained the Senior Secondary Assessment Board Certificate of South Australia from Board of South Australia. Dato Haji started his service with MBSP (formerly known as Seberang Prai Municipal Council) in 1991 as an engineer until he was promoted to chief engineer. In April 2022, he was appointed as city secretary before being appointed as mayor. Dato Haji's experience and knowledge for 33 years with MBSP is a great asset for the Penang State.

YB Steven Sim Chee Keong,born on May 13, 1982, in Bukit Mertajam, Penang, has been serving as Malaysia's Minister of Human Resources since December 2023 under Prime Minister Anwar Ibrahim’s Unity Government. His previous roles include Deputy Minister of Finance II (2022–2023) and Deputy Minister of Youth and Sports (2018–2020). An alumnus of the University of Malaya in Computer Science, he later pursued a Master’s in Sustainable Development from Sunway University, graduating in 2020. Named a Young Global Leader by the World Economic Forum in 2012, Steven is also a prolific writer on socio-political topics and serves on the Board of Directors of Penang Institute.

Nelson Samuel Wilson

Director of Green Technology Division MIDA

Mr Nelson has been with the Malaysian Investment Development Authority (MIDA), a Federal Government agency under the Ministry of Investment, Trade and Industry, Malaysia since 1992 tasked to promote foreign direct investments (FDI) into Malaysia. He has experience from various divisions in MIDA covering Foreign Investment Promotion Division at the US/Canada Desk at headquarters in Kuala Lumpur, served abroad as the Deputy Director at MIDA overseas office in Tokyo, Japan and was also attached to the Strategic Planning Division at headquarters. He then was posted to Seoul, Republic of Korea as the Director of MIDA Seoul and also as the Counselor of Investment at the Malaysian Embassy in Seoul. After serving for more than three years in Rep. of Korea, he returned to HQ and was appointed as the Director of the Foreign Investment Promotion Division at headquarters in Kuala Lumpur which manages MIDA overseas centers globally in attracting FDI to Malaysia. He also served in the US as Consul Investment at the Consulate General of Malaysia, New York and also as the Director of MIDA New York from November 2019 until June 2023. Currently he is attached as the Director of the Green Technology Division at MIDA HQ from 1 August 2023.
